Requesting a cheap web developer to add on to my site: https://cyberdyanmic.xyz relatively quickly

Also in need of a web designer (preferably not the same person unless you're quick + cheap) to work off UI/UX I have.

Portfolio

• List of services that I can edit
  • Redirects to a list of (configurable) freelancers that shows their (configurable) portfolio cover
    • Once you click the cover, it will redirect to their full (configurable) portfolio

Pricing:

• Includes a list of services
  • Allows me to edit list
  • Allows me to edit listed services
  • Includes order button
  • Includes ‘Starting At’ with a number I may edit
  • Once you click on a specific service (Order button), it will redirect you to another page with the specifics of that service - I can edit specific service list & Starting At prices
    • After clicking a specific service, they will be redirected to fill out a format. Configurable format lists.
• Includes ‘Premade’ section
  • Includes premade products
    • Allows me to add and remove product types & sub-types
  • Has a ‘Starting At’ price
    • Allows me to edit price
    • Redirects to another page where you can select options by checkmarking them
      • Includes an area where client can select server version
      • Allows me to edit options
    • Options display an additional price by them
      • Allows me to edit additional price
    • I will be able to upload a .zip for each combination of features
      • The client will be able to pay the total (client can see at bottom)
      • After payment is confirmed (automatically), they can download the files
