They are both I would say, smaller parts of MCM that don't get many posts, and are really similar.
My Dev Group does both Development of Custom Plugins, and of Web Development/Design.
I wouldn't want 2 threads just displaying the same thing, in different places.
Combining the 2 together will make it easier to find the things you need in terms of development.
