I would like to hire someone part-time, that is comfortable with java, and has a good reputation with the community. What I need is custom enchants for my server. I also want a way to get custom enchant books, that can be applied to an item and transfer the enchant over. You can use any external software you want such as http://dev.bukkit.org/bukkit-plugins/enchantmentapi/
I won't post the enchants on the forums, so that people can't steal them.
