Custom Gyazo

So i tried to make a custom Gyazo and i could not work it out.
For some reason i can't even open the Gyazowin in visual basic to continue following the steps.
PLZ somebody help me

I used to program in .net, you need all the frameworks etc and shit - I can't remember exactly but I definitely had to download a lot of add ons and stuff to make it run.
