Custom map for Milky-Craft Nations

I would need a custom map made for our custom gamemode that we have developed. I have uploaded a picture with my basic paint skills of the grondplan. I suppose this is a basic task when you use Worldpainter or an alike program.

These are all empty plots with an emerald in the middle around these plots are small forrests and maybe some mountains.
I have a budget of around 20$
