I feel as if I heard some talk about him being a scammer a while ago.
You should contact him and throw some scary legal terms around, mention that you will get a lawyer and slap a lawsuit on him if he does not provide a refund or his services.
And then, if he doesn't reply or refuses, it will be up to you weather you'd like to take legal action or not. Assuming you have a clean cut case, he can be legally forced to cover all of your legal bills once you win and pay you in damages.
