:$$$: Developer for a skin changing plugin

Hello MC-M I am looking for a developer (or team if required) to make a plugin for my project. This plugin would involve using packets to alter the players skin. By using the same method that Wynncraft uses I hope to allow an in-game shop where the players can choose the clothes they want and apply it to a 'skin' (Background colour/pattern for their skin). This will require such developer(s) to do the following -
- Use packets to alter the players skin
- Using GUI or by using a menu made through the Hot-bar to allow the players to choose & buy clothing
- Creating an external program for the skin changing (Can elaborate on later)
- Allow the player to save their skin to be used later, charging the player appropriately
- Store skin meta (hope I'm using that word right) in a database to allow each component of the skin to be altered independently
There'f a few other tiny things that I can mention as the plugin creation process is underway.

If you think that you can do this PM me your skype along with your costs. I appreciate that project like these will cost me quite a bit and consume time. This is fine as I don't have a low budget and this doesn't need to be finished until late July!

What's your budget? You turned down $15..

For my entire development budget I've put aside around $200, I turned down 15 as that's far too cheap to cover the extent of time the plugin will take.
