The resource pack link is broken. I would assume that it just changes some unused characters to emojis? Wouldn't be difficult at all to replicate.

In theory yes, but I don't know the characters in question so it would be a little harder. You will need someone with a little bit of java experience to decompile the program and check which characters are replaced.
You just change the font sprite.
You can change a few of the characters and make them more detailed emoticons, there are already 2 smile faces, and a few other symbols, of course you can change the other symbols to more emoticons.

Ah I didn't see the link as it dint have an http:// in front of it, I think its a new MCM addon.
Anyways, What I can do for $5 is make a plugin which will replace the '
' with the special character that is put inside of the texturepack '☺' but I am not too good at graphics, so may not be able to make the emoticons, maybe you can find someone else to make the graphics.The texture pack was not working, it had like japenese symbols that turned into ''Ah I didn't see the link as it dint have an http:// in front of it, I think its a new MCM addon.
