Faction obsidian / bedrock breaking plugin

Hello!

I am looking for someone to code my factions server a plugin. I know there
are many plugins like this but I am looking for a plugin that adds HP to obsidian, and bedrock
for raiding a faction base. I need the plugin to take about 4-6 hits to break obsidian, and 8-12
hits to break bedrock. I would like the blocks to have HP so if its hit by the TNT's radius, it will be
affected. I would also like the block to be able to re gen.

Price - $10.00 (We can talk if will be more)
Time frame - 24 hours at the most.

But I don't see why you need a plugin made custom when you can get it for free plus it includes MORE features than you listed.
