Faction related plugin

Have an idea for factions.., every couple hundred chunks or so a 1x1 ~ 9x9 claim is generated(or manual placement?) from a permanent faction, similar to SafeZone/WarZone that would act as neutral territory. chunks would also load in a pre-made schematic.
Inside the schematic would also have a special block or entity. Once it's destroyed the claims are unclaimed and the entity/item would become a chest with items inside, configured to each chunk size 1x1,3x3,5x5,7x7,9x9.

Yes, but this would only apply to the permanent faction(s).
