MC-Market should not be the place for fundraising for charities or other persons by 3rd parties (that is, excluding MC-Market itself). (Obvious exception is begging forum; but that only applies to the person asking for money. A whole other can of worms.)
Threads like this are obviously exploitative of the community and as such ruin it for everyone, which means there should be a blanket ban on all unauthorised, unproven fundraising campaigns on MC-Market.
My point further stands as different states have their own laws when it comes to charitable fundraising, such as this, and are therefore impossible to enforce on MC-Market.
Frankly, if someone is advocating for a fundraiser, they should link to existing charities or established legitimate organisations instead of acting as a "middleman" for donations, which (a) inconveniences all parties involved and (b) potentially opens up the chance for fraud. Personal/family/friend-based fundraising should be done via crowdfunding campaigns and not advertised on MC-Market. (Though, again, a whole other can of worms).
