Global custom mob control plugin

Hello mcmarket!

I have been wanting to create a server for a while now but have simply noticed that there is really no good plugin for what I need. I have no idea how much devs cost etc. but I can be fairly negotiable if needed.

What I need:

- Custom mobs: configurable speed, armour, weapons, particle effects.

- Better mob AI, (not the standard retarded/slow mobs we have in vanilla).

- Custom mobs that spawn in the world naturally.

- Chances % of each mob spawning, example: there is a 1% chance a zombie with speed and diamond armor spawns.

- Possibly noise that can be found on a minez plugin. More noise=attracts mobs.
