1) registration should only be open at the first week of every month, so like they get an invitational link and join, and then closes so no more peoples can join

for alts etc

2) donators should be able to make invite links to invite peoples so more people can join

I'd think it'd be more efficient to just restrict account creations for people with IP's matching that of another account, right at registration, and require an application to be sent in if a user with the same IP wishes to create that account, explaining their situation. Since staff are supposed to know about acceptable alts anyways.
Obviously it can't protect against all circumstances, but it's a first layer of protection, and staff is the second.
I'm sure it'd cut down on a majority of the alts we see getting banned every five seconds.

Closing the site as your idea suggests still leaves us vulnerable to alt creations, only in bursts(once a month). And you know those codes go all over the place... Plus during the time we're protected from alts, we're also unable to accept new real members?...
Sounds a lot like America's airport security.
Too much hassle, not enough actual protection.
This isn't MC-Admin... Let's not pretend it is.

For the most part, we've almost always allowed public registration and will continue to do so. We do monitor registrations for banned users that might be trying to create a new account, but not everyone signs up with the same IP.
