i cant start my server it keeps saying this error over and over and over again

Try, vanilla and see if that works. If it does / doesnt it would narrow down the cause of the problem.

no because that woudnt let me use my plugins

Like i said, try to see if it works. If it does we will know its a plugin / spigot problem, and less likly to be a host one.

Ive given you somthing to try, that will help us find the problem. If you dont want to try what ive suggested, so i can better understand the problem, then you will need to find somone else to help you.
