[Help] Trees are not growing naturally on my server

Hi, I've noticed trees are not growing on my server and I have tried for hours to find the problem but have not found it. I have been suspecting it is either WorldGuard or TreeAssist but I can't find anything wrong in them. Is there any way it could be anything else? Maybe lagg remover or essentials?

TreeAssist sounds suspicious, try removing it and grow trees?

I've deleted all the plugins it could be and it must be worldguard but I can't find anything that would change it. Its not the server config either :/

not sure if there's a vanilla gamerule for this sort of thing, but maybe check all those?
