Instead of pasting a mess of words, please use pastebin.com to paste your entire latest.log file.
Okay what I meant to say is, stop the server then restart it. Wait for it to fully load then stop it leaving it offline. Grab the latest.log file then use pastebin.com to paste it.

I understand the location, but I meant is it hosted on a local machine, shared hosting (mcprohosting for example), or on a dedicated server?

Contact your host about this issue. From the latest.log I don't see an issue besides your config for votifier.
They most likely have the dedicated IP installed incorrectly.
