Higher Enchants

I don't know if this would be a skript or a plugin but i want to make it so players can achieve higher enchants in an enchanting table. I would like to edit all enchant values. And if possible i would like the enchanting table to show higher requirements like 40 levels for something above level 5. every thing in the plugin needs to be in a config file. If this is even possible

Instead of a standard enchant table, you could have a GUI based system? If that wont let let me know and I'll fire up a few more ideas
