Hiring Developer/Team for racing gamemode

OPEN AGAIN - Previous person(s) didn't want to do it!

Before I begin I would like to inform you that I have had some really bad experiences with developers and have lost around $200 due to this. Due to this I am only looking for a developer/team with some sort of high reputation and/or valid vouches and proof of past work. If my next developer/team screw me over I'm just going to leave this idea be.

I am currently working on a racing server and am looking for a developer to code the main chunk of the gamemode. This will include working cars and racing mechanics (to be discussed) as well as an easy way to add new gamemode at a later date. The server will be using bungee (making this on one server would be yucky).

To briefly explain what would be needed I have made a short list (I have already made a detailed explanation for those who are interested and that I can trust).
- Working cars
- Working powerups/boost pads/Jumps
- Mechanics to determine what race position everyone is in
- Matchmaking
- Allowance of new gamemodes
- Working central hub to join races from
- Customization of cars
- More to be discussed

I'll be keeping my budget private for now, the previous developer that worked on this estimated a cost of around $200-$300 and then ran away with my prepayment (flap), any questions can be left below although may be answered in a PM if required.
