The best way to build a playerbase is to talk to your community. Start conversations with new players that join, let them know about the server and all the stuff. That's the best way to get up to like a 10-15 playerbase. Because the biggest problem is that when a server has only a couple people on, no one is talkative and everyone is doing their own thing. To new players this a dead and boring server. You have to make it appealing. Once you get to like a 15 playerbase get some Helpers, have them greet people and keep the chat talking. And they playerbase should just build overtime at that point. If you are going to get some paid advertising I wouldn't do it at 0 players. All the player joins will most likely be a waste unless you can talk to them all and make it worth it. But if you have some Helpers and the server chat is active at all times, then that is when you want to start paying for advertising.
The percentage of people who stay when a chat is active compared to dead is insane. I've made some of the most generic factions servers ever that take a couple hours to setup and have no special features and I can make it work. If I update the server on serverlists, I can easily get around 7 people online while I'm on. A couple will end up being dedicated members. If I just update the server on serverlists and then go browse forums like most server owners do, there will be 1-2 players online in an hour if I'm lucky.
thats because unlike most the seasoned servers these days everyone and his dog has a server and most want it for the money or fame and will drop or take as much as they can from / for it
