How to allow breaking but not placing?

How am I able to allow players to break blocks in the nether but not place blocks? I've done this before a while back but forgot how I did it.

The permission would be: essentials.build.break.<id>:<data>

Essentials AntiBuild is part of essentials or a separate plugin?

Ohh, that's why the permissions aren't working then.
