How to not be limited by paypal?

My accounts keep getting limited/locked since I am a minor and I have no way to verify it.
Any help is welcome!

You answered it in your own question, verify it. If you're a minor you shouldn't even have the account without parental permission. If your parents are giving you permission to have an account, they should just verify it for you.
