I need some help with a couple plugins

Hello MCM, I am trying to set up my own localhost so I can work on HUGE builds for my build team, and I did but when I go on the server I can't use the commands for world edit and voxel sniper. I have the bukkit files in the "plugins" folder but it wont work in game. I am new to this kind of stuff so if I sound really stupid I am.

Google Spigots BuildTools, includes spigot and bukkit jars. Pm me if you are having trouble with it. I use it to have a local test server replica for my prison to check if new plugins work before adding to my live sever. I also have a 1.9 local for the same reasons
