Basically, someone sends you an invoice through PayPal to attempt to trick the seller into thinking they were sent money.
They write up a bullshit statement stating that the payment will take a few hours to process which is obviously false bs. If the seller's gullible enough to believe it, they would send the item the buyer "purchased" for and get scammed.
