Yes. You can either attempt everything yourself and actually force yourself to eventually learn or you become one of those owners who hires someone to run and maintain your server while you occasionally make an appearance once every month to say hi then go away for another month.
Learn as you go along. It helps if you have someone who knows what they're doing give you tips or some guidance but there is a lot of information out there to learn about making a server.
You can't have "no knowledge" if you already tried to create minecraft server.
If you try over and over you will gain more knowledge and eventually learn how to do it, we all started there and everything can be learned.
If you can double click a jar file, then yes!
You just start learning from there.
