Yes, just decompile the jar files and most of the time should be able to edit and recompile... just don't publish it anywhere for download or sale because that is stealing... if editing for personal use only is more reasonable

Edit: Decompile*

JD-GUI to decomiple, but what sycoinc does have a fact I never thought of. (Good job, this is actually a valid point tbh)
If you do decompile it, just don't share it, claim you made it, or sell it.

But other than that, I don't think that is a problem

Many plugins are made with this in mind and are licensed for usage such as this. If it's open source, you're good to go. If not, it's frowned upon and but it's not like anybody would know if you change stuff for ur own purposes

Usually when they decompile a plugin that isn't theirs and they use it to make money, that's when the developer gets mad, but other than that, they wouldn't.

It really does still depend. When you release a plugin publically, you're opening yourself up to the possibility of it being decompiled and used elsewhere. Personally, I think there's no point in using decompiled code in your own plugins but rather I'll decompile to give me some sort of idea on how to code something particular if that makes sense.

Yeah, it makes sense, but there are some plugins that are released with extra futures which i don't like so I would remove them, if I didn't have a dev lol.

Technically it's illegal to release a plugin without disclosing the original source. Bukkit is licensed under the GPL, so all plugins are forced to be licensed under it also.
