Yes, the Xeon E3 1220 V2 will offer mid-range performance as far as Minecraft servers go. As far as pricing goes, it's a great deal for what you're getting.
How many players Could a Dedi box with 16GB ram hold?
The RAM isn't nearly as important as the CPU. The player count will greatly vary based on how optimized your server is, the plugins you're running, etc.
You should be able to easily do 100+ players on that server.

Kind of off-topic question but would i be able to run multiple things from it such as a minecraft server for say 30 Slots aswell as a Dayz Epoch Server
Yes, Minecraft is single threaded so it can only use one of the cores.

The E5 1620 is a single CPU setup. The processor is not capable of a Dual CPU setup. If the hosting company told you it's a Dual CPU, they probably have absolutely no idea what they're selling.
There's a long list of companies that jump into this business without proper research or a business plan.
