Limit players per IP

Hiya,

I need a simple plugin made that will limit the amount of players 1 IP address can have, a great way to prevent bots from joining.

Features:
- Set amount of players per IP in the config
- Fully customisable messages
- Exempt command (eg. /ppi exempt <player>)
- UUID compatible
- When an IP overwrites the player limit, moderators will be notified via a permission (eg. They have ppi.notify, so they'll be notified).
- Needs to work via a MySQL database

Budget: ~10$ - Doesn't sound hard to make at all.
