If you're looking for keeping many players on your server i'd suggest AAC. It's not the fastest but it's accurate and if somebody cheats he'll get banned after 1-2 pvp matches.

I'd personally not use anti cheats that don't get posted on spigot because they're often untested, poorly made or even use the source of other plugins. Most of them are obfuscated which usually means risk taken by you, the server owner (plugins can include backdoors.)

As suggested above, I have one of the few hidden gems on the site that's affordable and effective after several years of development; it can be found in my signature. There's no active 'list' of the best or cheapest as the top is highly controversial and most people fail to test every option before forming an opinion but the closest thing to what you're looking for is BrettPlays's list on Spigot which lists every available anti-cheat by version.

Paid him, never received his anticheat that was looking good, he blocked me on discrd and banned me from his "anticheat" discord server
