$Looking for someone who can make animations$

I'm looking for someone who is skilled at making animations, who could help me with somewhat of an unusual request. I'd like an animation made based off of this picture, of this cat - a.wattpad.com/useravatar/GuppyFishCat.128.260576.jpg. A couple requirements for this animation is that it must be a GIF or a Quicktime Movie form, and it also must be 64 x 64.
