I know people on this site are doing review for review on resources which is really unfair as the just give out 5 stars instantly making their resources look actually better than it is.

Unless I'm mistaken, it's already against the rules via 1.8.3. I guess it can be considered fine because they ARE purchasing the product, just not using it. I'm all for a rewording, or something to 1.8.3 requiring it be used or something like that to further prevent this.

1.8.3 Do not vouch on a product/service thread unless you have purchased that product/service. User vouches should be done via the reputation system.

I see but I think this is regarding threads ect not resources.

Correct. I think a rewording of this could solve the problem, as the vouch is happening in the comments and star review, not in the attached discussion thread.

We allow people to offer vouch copies of their products already, and offering review copies of resources is really no different. If someone is genuinely trying to lie/mislead you into believing that they purchased it when they received it for free then that's against 1.10 but that doesn't seem to be the case here.
