Make players read the rules.

Okay so from my time being on the forums I notice a lot of new people break the rules because they don't know what they are so I was thinking that when people first sign up to the site they get directed to a page with the rules on it and have to read trough it and click a box to agree to follow the rules.

First off, this is a forum, not a game.... They're called members, not players.
But the real problem with your suggestion there, is simply that nobody can "make" anyone do anything.
A registering user can simply skip over them and click "accept/agree" just like you and every other human being here does when being presented with a TOS.

There's a very convenient link (two actually) to the rules at the bottom righthand corner of the page for anyone who cares to read them.
No "Oh, I didn't know there were rules" excuses.
