I'm making a competitive mimecraft network with a lot of popular minigames, skywars and bedwars to start with, with both solo (1v1v1v1) and clan/guild (3v3v3v3) modes, ranked and unranked.
My budget allows me getting custom plugins and building, but I need investors (note: not lenders) who will pay for advertisement and hosting for %.

So you've got custom plugins and builds - but you neglected to think about even hosting?
Seems like a bad business move to me.

I believe he said he has the money for custom plugins for builds. Honestly for that is would probably cost around $250 (awful)-$2k (maximum effort)

As well as this, since he's offering no guaranteed ROI and specifically said not lenders, he'll likely just give a sub-parr product and run away with the investment.

Also from my own experience I know that start-up minigame servers do not make much money at all

"Why would players who have already donated and spent countless hours on hypixel move to my server?"

I have seen so many minigame servers start up and have so many players but they make like $50 a month tops and it just goes down because it’s simply not enough to fund the server

Monetization and being able to budget are also big obviously, have to find a middle ground w/ advertising and budgeting, so it at least events out, there's a lot better gamemodes to start up with, then if you REALLY wanna do minigames, start it up w/ money saved up.

Try making a server with a gamemode that isn't on servers like Hypixel.

Hypixel is Minigame based server so almost all there games are "minigames".. take out UHC, SkyBlock, Housing and couple others and there you go = Minigame server

I meant ranked minigame - they do not have any ranked minigame besides skywars.
