Mod for Roleplaying WorldBuilding server

Hi, i'm searching for a mod developer, not being one myself.
I have played in different vanilla Roleplay WorldBuilding servers and i think that the international relationships, feeling of progress and community are ruined by vanilla's extreme freedom in regards of, for example, resource access and gathering. Hope i can find someone that aims to see such a game come to life.
