I've got a budget of $500-800 as I'm looking to spend it all on a server otherwise it's factions.
I won't buy anything with a player base under 15 players.

I'm looking to buy something unique, that means a server that doesn't contain copied builds or bad reputation.

With that much money you should just buy a setup and like 6 hours of .org slots, could get you like a 50 playerbase
