Since you only have a budget of 15$ and won't find anyone willing to make you a custom bedwars plugin for that I decided to find you some premium options.
I have personally used PremiumBedwars and think it's very good, I would recommend it.
You could also use this option, it really depends on preference. It's called Bedwars1058

It really depends on all the features you want, if you want it bungee hooked or even running using RedisBungee.
If you're looking for something custom build I would be supposed if you found someone offering it for less than 150$ and even that would be rather generous.
