Need Custom Questing plugin developed

I need a custom questing plugin developed. I have a full node/command document already created and completed. I do not wish to publicly release the document, as I don't want the idea taken. The plugin is similar to one called Battle Arena, except made for creating quests.

For access to this document, proof of development skills is necessary. I've talked to 3 different devs now about it and have been told that although it is a creatable plugin, it's too hard for them personally to create.

Money is "doable" but short at this moment in time. (currently looking for work =/). I am willing to pay a small amount per week/ fortnight. I can promise full payment over time though.
