So im looking in to making pre-made servers but i don't have the builds i only have the build for a faction server and i ask the build to see if i could yous it but i don't have builds for the rest of the pre-made server i would like to make like kitpvp so what im asking is if im allowed to yous free ones that you can download of ov Youtube or other website for the setups ?

You can use free plugins from spigot in a setup, so I don't see why free builds wouldn't be allowed. As long as they aren't leaked, and its stated in the selling thread they aren't custom. Then it should be fine.
