I'm running a KitPvP that can hold up to 25-50 players lag free at 512mb. You don't need that much RAM to start of with if it's just a KitPvP server. SSD's speeds up the server drastically! Here is a good hosting provider for just that. Cheap and fast response! And you can always upgrade. ;)

I agree with MikeA. I would also recommend starting out small, and expand (as in upgrade) with your community. So 1GB seems fair or maybe even 1.5GB, and you can upgrade later on as your player base grows.
