Need minimalist forum

I need a web designer/developer to code and design a simple, minimalist forum for my server.

Budget: $20-$30 USD (Will be sent via PayPal)

I simply need my server's name and logo at the top and then a functional forum filling the rest of the page.

There must be the ability of account registration and login, as well as the ability for thread and post creation.

There must also be categories (If you need I can provide them in Skype)
