Need someone to create me a plugin StaffMode [FREE]

Hey, I was wondering if someone would be able to create a FREE plugin that does the required below.

Commands:
/staff on - Puts you into staff Mode.
/staff off - Takes you out of Staff Mode.

Alias's:
/staff - Puts you into Staff Mode and takes you out of Staff Mode when typed again.

Features:
Compass - Allows you to launch yourself to locations.
Ender eye - Allows you to randomly teleport to an online player.
Blaze rod - Allows you to freeze a player by right clicking on them.
Stick - Allows you to right click a player and ban them.
Chest - Allows you to see a player's inventory by right clicking on them.
Lead - Allows you to follow a player automatically.

Flight, god mode, invisibility, game-mode creative are toggled when you do /staff on or /staff

Open chests silently while in staff mode.
Cant pick up items whilst in staff mode.
Cant drop items whilst in staff mode.
Cant place items whilst in staff mode.

Yea i know but im taking the chance, I spent all my budget on plugins already and this is the last plugin I need.

It's very doubtful you're going to get this type of plugin for free, there are multiple on here for around 5-10$, I suggest just wait until you have enough to purchase one.

I guess I wait until I have enough money or I will see if my System-Admin will be kind enough to buy me one. Also, what StaffMode plugin(s) do you suggest?

Hmm seems like exactly what i need! but it has a report and warn feature and i have already bought AdvancedReport ;/ I'm guessing this plugin may override Advanced Report?
