PayPal can't process anything with my account?

I'm getting this error on everything. I can send money via F&F, but I can't purchase something via BuyCraft, eBay or Amazon. I get this dumb message every time:

How do I fix this? Also, I don't have a credit card or a bank account so I can't link any of those things.

I fixed the issue. Now sure how but I fixed it.
