Can u chargeback with paypal f&f?

u can go to resolution center, select the payment u made and click message buyer/open dispute(case). from then on, select "item not received" and message the buyer. after awhile(14days i think), u can escalate the claim to paypal(paypal will reveiw the case) and provide sufficient evidence.
that's for G&S only tho right?

The method of charging back with F&F basically involves you claiming that it wasnt you who sent that payment. This will generally not work if it was sent from the same IP (unless your speech level is 100), so many people use VPNs when making Paypal payments, to make it look like it was sent by a different IP.
If you made numerous payments from the same IP as the one you claim was 'fraudulent' it might not work as well.

also, sometimes people complain about Paypal randomly limiting their account with no real reason given. Often, these are people that use this method.

The other method is to pay using a creditcard and use the CC company to chargeback. This means Paypal will automatically take the side of the money's receiver (aka whoever you're charging back from), since you're basically attacking them by trying to take money from THEM, instead of one of their users.
I'm not sure what the consequences of such a chargeback are for the person that does it, I've only ever been on the receiving end, but unless there is very clear evidence by the seller that there is no cause for a CC chargeback, there's a strong change the buyer wins.

correct, but there is a case(im not sure, but happened to me, dont scream) where i paid f&f, aand initiated chargeback for item not received. but the seller managed to negotiate with me to cancel the dispute so he could put money in his paypal. i did that, and after a time phrase i havent received anything from the buyer, only to notice that i can no longer chargeback to item not received, only to unauthorized transaction
