Players can't build or break!!!! NEED HELP ASAP {$}

I've scoured the internet for answers and I've tried nearly everything with no avail. As the title states, default players can't build or break anything on my server (which is opening on the 31st with over 1k players looking to join as soon as it opens).

If anyone out there can help me solve the problem, I'd be happy to give a small amount of money for their time.

What I've tried so far:
- Give modifyworld.*
- Delete worldguard
- Set the server.properties spawn protection to 0
- Modify the world with /mv modify
- Give default players build-"true" on Perm.Ex

If it's around spawn, try disabling spawn protection in your server.properties. That's all that came to my mind.
