Possible TCPShield issues

Hello, I'm having some issues where people are spontaneously getting "Disconnected" and "Forcibly closed by the remote host" messages when joining, do you think it has something to do with TCPShield? Some people say they see the "Bandwith limit reached" MOTD before joining, even though I am not over my monthly allowance yet.

If this is a known issue or you know the probable cause, please leave a message and we can discuss the problem and open a commission. Thanks for reading.
