Potion Disable Plugin

I have looked all over for this plugin but I can not find a plugin that will disable potions. I would like for someone to code this plugin for me. essentially I would like a config file with all the potions and you can set it to true or false on disabling or enabling the potion. I if someone could code this for me that would be great (obviously willing to pay money)
