So we've seen it in the past.
Something is up for discussion in the Suggestions section, people vote on it, it gets implemented (if and only if the administration approves).

However, sometimes people aren't paying attention to the Suggestions section and may not get to vote.
Even myself, I didn't even get to see this thread (http://www.mc-market.org/threads/82500) before it was accepted.
Why is that? Because it was only up for 6 hours and 32 minutes before it was accepted.

I believe there needs to be a more official system.
My suggestion is that if a suggestion is going to be considered by the administration, that it be put up for official discussion (sticky it, give it a different colored tag (or have a dedicated section for these), put a poll on it, give people 72 hours to vote on it, maybe even a notice above the forums - like in the Investments section - for when there is a new suggestion up for official voting).

PS - Some of you may say "Well this thread (http://www.mc-market.org/threads/82324/) was posted before that one". My response is that suggestion was only posted a day before the 'official' one, which still isn't enough time, in my opinion.

Eh, I mean I don't see why this is nessesary. It's their decision in the end, why do they need to wait for us?

This is very correct. But I personally enjoyed listening to opinions because after all, users make up the community and forum.

On topic:
The reason why it was removed so fast because the system had many flaws which we didn't expect. From what was discussed last time I was part of the team, there's still a slight chance it might be back in the future but with a different ruleset.

I made a suggestion and bumped it every 2-3 days, then when I bumped it for like the 4th time (after it has been posted for over a month) a staff member replied with 'Stop bumping this' and it was never accepted or denied.

I like how a staff member replied with 'Stop bumping this' instead of actually reading what I suggested and approved or denied it.
