Question about Blockchain

If I send a payment out of my blockchain and there is already a payment pending [with a $0.20 fee] and I wanna send a payment to another bitcoin wallet with a 10 euro fee. Will blockchain do the $0.20 fee payment first and then do the other payment after or will they do the one with 10 euro fee first and then the other payment with a $0.20 will just sit there.
