The UI does matter. As a UI and UX designer I can tell you that the interface really matters, a bad interface will lead to a bad user experience. In addition, you will lose users when they come to the website, if the navigation is difficult, the voting is complicated, or any other important element. Therefore, it is certainly relevant to invest in the UI, perhaps as much or more than the SEO.

I haven't looked at the website, so it's hard to judge, but I thought the quote you used was wrong. So again, if users can find your website, but have difficulty navigating through it, you will lose them there.
