This is DIAMETER, not radius. Radius is the measurement from the center to the outside. If this map was 700b radius, then it would be 1400b wide, and if you were to import this into a square map, it would require 1400x1400. Really this argument is dumb, and hopefully out of it we've all learned the difference between radius and diameter.
