While this is a new account so no one will take this seriously, to me this doesn't sound like a scam but what it does do is give your server a bad reputation for spamming other servers, my guess is he's using an alt generator to get throw away accounts to spam the popular servers promising free rank/OP etc... but from what I've heard he does deliver what he promises, may not always be the exact numbers though.
but that's just my personal opinion on the matter, there's a lot of bad reviews here about his inability to stick to a schedule which is very unprofessional and any server Owner would be put off by this fact alone.

Dude wtf.. You never asked for it. You took my money a week ago, I gave you my server info.. You said you would do it. Why do you need my skype? .. Just more bs to hold this back as long as possible.
